Eugene C. Vining, a graduate of Bowdoin College who later took a master's degree at Tufts, came to Billerica in 1901, when he was elected to succeed Miss Vivian B. Small as assistant teacher. The Howe School report for that year said that "his work speaks for itself," and that "his interest in the pupils and his keen judgment of persons give him unusual advantages as a teacher." In 1902 he became principal of the Howe School, where he also taught mathematics. In 1912 he was Worshipful Master of the Thomas Talbot Lodge of Masons.
In 1915, when the town's superintendency union with Stoneham ended, the School Committee appointed him Superintendent of Schools, "a move which has been very satisfactory." For several years he ran the schools while still heading the Howe High School, which moved into a new building on Boston Road soon afterward. He remained superintendent for more than a quarter of a century, through the opening of the high school addition and the new Pinehurst (later Ditson) School in 1931. The Howe class of 1939 dedicated its yearbook to him, "whose unceasing interest in the welfare of the Class has been a constant source of encouragement."
He retired in 1941; his successor, Harold D. Chittim, called the retirement "a great loss to the schools and to the community." When Chittim left for service with the Army Air Forces, Vining came back in 1944 as acting superintendent and served until April 26, 1946, writing of "the enjoyment I have had in my return to the work of the Billerica schools." In retirement he was still a director of the Bennett Public Library Association in 1951.
The town named its new school at Nuttings Lake for him. The Eugene C. Vining School on Lexington Road opened in 1957 with 18 classrooms, an auditorium and cafeteria, and a separate gymnasium; the School Committee called its opening "the outstanding achievement of the year." It served the neighborhood for more than sixty years, closed in June 2019 when the district was reorganized, and was demolished in 2021.
